About the PNRA

PNRA Mission Statement

Our mission is to provide improved value to the Parkland Neighbourhood residents and owners through the development, enhancement and maintenance of the Parkland area amenities.

PNRA Vision Statement

Our vision is to create a community environment that has a consistently high aesthetic appeal throughout; to enhance the walkways, ponds and common spaces; to establish and maintain close integrated communication with our stakeholders; and to ensure that the Parkland Neighbourhood remains a preferred choice for current owners and potential buyers.

PNRA Fees

The PNRA fee is an encumbrance that is placed onto all registered land titles within Parkland. The fees are to be administered by the PNRA board of directors to pay for costs associated with the development, enhancement and maintenance of our common area neighbourhood. If you have any questions in regards to these fees or are interested in more information about the PNRA, please go to our CONTACT US page on this website.

NOTICE TO PAST AND PRESENT OWNERS OF VICTORIAN VILLAGE & PARKLAND GROVE UNITS: In 2024, the Board of Directors initiated a process to validate certain Encumbrances within the Parkland Neighbourhood Residents Association (the “PNRA”) to ensure that all members were paying dues. During this process, it was noted that certain condominium complexes had non-standard HOA Encumbrances negotiated with Carma (Brookfield). The Board of Directors and Ayre & Oxford were not aware of these differences. As a result, it was determined that residents of Victorian Village and Parkland Grove were overcharged in Association dues for periods between 2013 and 2024. On January 29th, 2025, the Board passed a motion to reimburse the overpayment. The Board is seeking all past owners of units in these complexes. If you were an owner during this period and believe you may be eligible for a refund of part of the dues that you paid, please contact Agnes Brady at Ayre & Oxford Inc. at agnes@ayreoxford.com.

Guinevere Park and 199 North & South Storm Ponds Epcor has advised they will once again be doing another treatment to eradicate the gold fish in Glastonbury #5 Ponds (Guinevere Ponds), as well as Glastonbury #3 (North & South 199 Street Ponds). As the first treatment is scheduled for the week of August 11th, with the second treatment to be done 6 weeks later, we regret to advise all 7 fountains in these ponds will be shut off & removed for the remainder of 2025.

2026 HOA FEES: Your 2026 PNRA HOA Fee Invoice will be sent out by email wherever possible or by Canada Post in December 2025. Please keep a watch-out for them, as deadline for payment is February 28th, 2026, with interest payable on the outstanding balance thereafter at a rate of the Bank of Canada Prime Rate plus five percent, backdated to January 1, 2026. A final reminder letter will be sent to those remaining in March, 2026 to those not currently in collections, with collection to commence May 1st, 2026. IF YOU HAVE ANY QUESTIONS OR CONCERNS, PLEASE CONTACT agnes@ayreoxford.com or info@pnra.ca

ROOFING: The neighbourhood is seeing a lot roofing signs out so we have the following advice for homeowners:

1) ensure that your shingle choice is approved by the HoA on www.pnra.ca/roofing

2) ensure that the contractor has a clearance letter from WCB and request a certificate of insurance to protect yourselves, don’t hope for the best, make sure you are covered

3) deposits - Does the company have a Prepaid Contractors Bond & Licence in a sufficient amount to cover all the deposits they have? What would happen if they skipped? Doing homework beyond the company’s testimonials (always hand picked to be favourable....) is prudent to safeguard your investment. You can call Service Alberta at 780.427.4088 to confirm.

Aside from that, the HoA is here to help with any questions regarding compliance with approved shingles, please do not hesitate to ask us.

Architectural Guideline Compliance

A Homeowner may request a confirmation on whether or not their home is in compliance with the Architectural Guidelines. Letters were sent out to all Residents in the summer of 2015, noting whether their home was in compliance or not, and the items that were non-compliant (if applicable). To request confirmation or a copy of the letter for your Home, please utilize the Contact Us section of this website. As the letters were provided in the summer of 2015, actual compliance status may have changed since that time and should be investigated by the buyer.*Failing to inquire about your house's compliance with the Architectural Guidelines will not negate your responsibility to ensure compliance.

In cases of non-compliance, HOA’s have been successful in winning judgements in upholding architectural guidelines that are registered restrictive covenants against the legal title of your home in court to ensure the consistency and feel of the neighborhoods as they were originally built. For reference, the most recent case was the Blackburne Creek HoA against several homeowners with non-compliant roofing materials. http://blackburnecreek.com/blackburne-creek-restrictive-covenants-upheld
