PNRA Mission Statement
Our mission is to provide improved value to the Parkland Neighbourhood residents and owners through the development, enhancement and maintenance of the Parkland area amenities.

Our vision is to create a community environment that has a consistently high aesthetic appeal throughout; to enhance the walkways, ponds and common spaces; to establish and maintain close integrated communication with our stakeholders; and to ensure that the Parkland Neighbourhood remains a preferred choice for current owners and potential buyers.
The Association
December 1998, Parkland Lands
In 1998, Carma Developers LP (Carma, now Brookflied Residential) planned to develop the Parkland area to consist of approximately 230 acres of land comprised of approximately 1,000 to 1,200 residential units including both single family and multi family homes and up to approximately 10 acres of commercial lands. In developing the Parkland Lands, Carma had included certain amenities in addition to the requirements of the City. Certain of these amenities were developed on public land and transferred over to the City, however some of there amenities may be operated by the private residents' association known as Parkland Neighbourhood Residents Association (PNRA). These amenities are for the benefit of the residents of the Parkland Lands. These amenities were considered by Carma to be necessary to complement Parkland's overall development concept and to clearly distinguish Parkland from other more conventional communities. In addition, Carma had registered against the titles to the Parkland Lands such guidelines as Carma determined, for the purpose of ensuring appropriate architectural integrity of development within the Parkland Lands. Carma remained as overall director and management of the operations of the residents association for as long as Carma was actively developing the Parkland Lands. (Architectural Guidelines)
Parkland Neighbourhood Residents Association
Carma incorporated the Parkland Neighbourhood Residents Association (PNRA) as the residents' association which will be responsible for the maintenance of certain amenities, and perhaps in some cases, ownership of those amenities, located within Parkland Lands. The Association is also responsible for the enforcement of the architectural controls as per Carma's registered description. The owners of single family and multifamily residential lots (including condominium units), multi family rental projects and commercial developments within the Parkland Lands, are all automatically members of, and are required to remain members of, the Association and will be responsible for the timely payment of membership fees to the Association. Currently, the HoA manages 2554 properties, with an additional 47 to be added when the NW corner vacant parcel by Glastonbury Park is developed over the next year and a half. This will bring our HoA membership to 2601 properties, one of the largest HoAs in Edmonton.
Encumbrance
To pay for the operations of the Association, including the operation and maintenance of the Parkland amenities, Carma registered to each single family and multi family residential lot, rental project, condominium unit and commercial development in the Parkland Lands an Encumbrance in the favour of the Association securing payment to the Association a fee. Currently for 2020 to 2023, the HOA fee is set at $175.00 plus tax per annum. Originally, in the bylaws of our Homeowners Association, the Encumbrance was registered at $350.00/annum however the HoA is not mandated to deliver a level of service requiring $350.00 /household/annum encumbrance.
2011 Parkland Neighbourhood Residents Association Handover
In 2011, the Parkland Neighbourhood Residents Association Board of Directors officially took over management of the Parkland Lands. The board of directors consists of owners and residents of the Parkland Lands.
